On a property with a ditch along the road, the pipe under the driveway carries every bit of water the ditch collects upstream. When it stops working the water does not stop; it finds another route, usually across the driveway and toward the house.
What actually blocks them
Silt, mostly. Middle Tennessee clay moves readily in runoff and settles wherever water slows down, and the inside of a culvert is exactly such a place. A pipe accumulates a layer along its invert over years until its capacity is a fraction of what was installed.
Then debris at the ends: leaves, mown grass clippings, gravel washed off the driveway, and the branches a storm delivers. The upstream end silts and blocks first, because that is where water arrives carrying material and slows down entering the pipe.
Telling maintenance from a sizing problem
Water backing up in ordinary rain with a pipe that is visibly part full of silt is a maintenance problem, and clearing it restores the situation. That is the common case and it is fixable with a shovel or a jetter.
Water overtopping a clean, clear culvert in heavy rain is a capacity problem, which means either a larger pipe or a second one. Development upstream changes this over time: land that used to absorb rain and now sheds it off roofs and pavement delivers substantially more water to the same pipe.
- Clear both ends before assuming the pipe is blocked
- Silt along the bottom of the pipe reduces capacity quietly
- Check the ditch grade upstream and downstream, not just the pipe
- A crushed or separated pipe will not clear and needs replacing
- Erosion at the outlet means water is leaving too fast
The ditch matters as much as the pipe
A culvert only works if the ditch delivers water to it and carries it away afterwards. A ditch that has silted flat, filled with vegetation or been partly filled in by a previous owner will pond water regardless of the condition of the pipe.
Grade is the thing to check. Water needs a continuous fall through the ditch, into the culvert and out the other side, and a low spot anywhere in that sequence collects sediment and then holds water. Restoring the ditch profile is often the actual repair, with the culvert being incidental.
Who is responsible, and permits
Driveway culverts are commonly the property owner responsibility to maintain, even where the ditch is in the public right of way, and the specifics vary by jurisdiction and road classification. Metro or the county highway department is the authority to ask, and it is worth asking before assuming either way.
Replacing or installing a culvert generally requires approval, because the size and placement affect drainage for everyone downstream and because work in the right of way is regulated. That approval is also useful protection, since a pipe installed to the required size and grade is a pipe someone else has signed off on.
